The Decatur County Jail did not have sufficient personnel to adequately supervise all of the inmates around the clock. The "Greensburg Daily News" reports on a recent state inspection that concluded that, over the past two years, the number of inmates has exceeded the jail’s stated capacity.
All of Indiana’s jails are inspected annually by the jail division of the Indiana Department of Corrections. The report by Boris Ladwig says that former Bartholomew County Sheriff Kenny Whipker conducted the inspection. The story says that Whipker said most jails he inspects deal with similar issues, quoting him as saying,“We haven’t seen a jail yet that is properly staffed.” Whipker's Aug. 22, 2013 inspection reported that the Decatur County Jail had 72 inmates, or six over capacity, according to Ladwig's story.
